The USMC CCE knew for years that they needed to effectively support SCORM in
their MarineNet LMS. The challenges of integrating courseware from dozens of
vendors coupled with an upcoming mandate by the Secretary of Defense prompted
the USMC to design their ideal SCORM Player. The Marine Corps has a number of
demanding requirements including the need to deploy systems over satellite
connections into combat zones; the need to train Marines all over the world
using a distributed content delivery network; and the need to synchronize data
from offline environments with a central repository. The Marines had made
previous attempts at standardization, but disappointing results encouraged them
to outsource the project.
The USMC assembled an RFP to develop a superior SCORM player that suits its
unique requirements and also avoids all the common pitfalls that have plagued
other SCORM players. Rustici Software’s SCORM Engine exceeded the USMC’s
requirements right out of the box. After evaluating numerous responses to its
solicitation, the USMC determined that Rustici Software provided the only
satisfactory solution and bypassed the competitive RFP process by granting
Rustici Software a sole-source award.
